How the matrix works: three banded axes select one named cell, and no axis is ever added to another

Each country is read on three axes. Deployability asks whether country conditions let capital in, from fiscal room and the institutions that carry a deal. Capacity asks whether an operator can absorb it, as the country-mean PACE composite across the parks that carry a score. Outcome asks whether the estate is improving, holding or losing ground over the 2019 to 2024 window. Each axis is banded on fixed cutoffs, and the three bands together select one named cell with a recommended instrument from a grid that never changes. The bands are never combined into a composite, because there is no honest exchange rate between them, so the matrix publishes a cell and not a score.

Honest limits. Deployability is a variant of the C-RISK readiness composite rather than C-RISK itself: it drops the asset and traction slices because those two read the other two axes. Where too few of a country's parks carry a measured verdict, the outcome axis is withheld and the cell is drawn from two axes, which is marked wherever it appears and claims nothing about trajectory. Nine countries get no cell at all and publish the reason. The file rebuilds quarterly, so it is a position rather than a live reading.
