What. The PACE rubric applied to 70 keystone protected areas in nine Latin American countries, scored on the same ten dimensions as the African estate.
How. Each area is researched from public sources, in Spanish and Portuguese as well as English, then reviewed on a second, skeptical pass. Every score carries its sources.
Adapted rules. State agencies count as the operator on budget and fundraising only where national permanence or trust funds are independently evidenced, so those scores read the country's funding system, not the park's own accounts. Areas legally closed to visitors are not scored on tourism, and unpublished tourism revenue is left unscored rather than marked down.
Read with care. This is a pilot reading. Scores are not yet directly comparable with the African estate, and they carry no satellite measurements.
