Whether each of Africa’s 54 nations can yet sell carbon reductions to another country under the Paris Agreement. Article 6.2 is the clause that allows it: two governments sign a bilateral deal, and the reductions traded under it are counted once and only once, in the buyer’s ledger, not the seller’s. Until a country has that framework in place, a carbon project there cannot sell into the compliance market at all. This tracker shows how far each has got, and what is actually happening on the ground rather than what has been announced.
