Ranked of 1,000 by conservation value. Both rankings are shown: plant data is being added, and neither is the final word. Lower is higher priority.

Who manages protected areas

From Canopy’s country evidence record for Brunei, compiled 2026-10-05 from the sources named under each item. A field marked not reported was not verified in those sources, which is not evidence that it does not exist.

Managing agency: Forestry Department (Jabatan Perhutanan). The 6th CBD national report was prepared by the Forestry Department under MPRT, and the report states wildlife and Heart of Borneo work sit in the same forestry sector; the Forest Act vests reserve creation in the Sultan and day-to-day administration in the Director of Forestry.

System: Forest reserve system under the Forest Act, plus wildlife sanctuaries and marine reserves/parks.

Sources: Forestry Department, Ministry of Primary Resources and Tourism (via CBD): The 6th National Report for the Convention on Biological Diversity, Brunei Darussalam; UNEP LEAP / ADB legal resource record: Fisheries Order 2009 (Brunei Darussalam), 2009; Government of Brunei Darussalam (B.L.R.O. 5/2013), copy hosted by WTO import licensing portal: Forest Act (Chapter 46), Revised Edition 2013, 2013.

Legal framework

Forest Act (Chapter 46), 2013.

Administration: Originally enacted 1934, amended by S 47/2007 and reprinted as Revised Edition 2013. His Majesty the Sultan and Yang Di-Pertuan constitutes reserved forests (s. 4) after a notification, proclamation and inquiry process; the Director of Forestry administers and may reclassify reserves with the Sultan's approval (s. 14A(3)). Finance: Sections 22M to 22O: a Forest Development Fund fed by forest cess, reforestation fees or grants, government appropriations and silviculture revenues, spent on conservation, rehabilitation and silviculture. Limits on application: Reserves are classed as protection, production, recreational, conservation or national park (s. 14A(1)); the Director may declare restricted forest where entry is limited (ss. 14B and 14C). Licensing and royalty rules sit in the Forest Rules.

Wildlife Protection Act (Chapter 102), 1984.

Administration: Provides for wild life sanctuaries, which His Majesty in Council may declare or alter by Gazette order (s. 4, per search snippet); the CBD report notes a 1978 Act revised 1984 and that the ministry intends to review it. Finance: not reported. Limits on application: Restricts hunting and keeping of wildlife and strengthens enforcement powers; detailed text could not be read (scanned PDF).

Statute summary paraphrased from the cited text; a missing finance entry means no finance provision was verified, not that none exists. Sources: Forestry Department, Ministry of Primary Resources and Tourism (via CBD): The 6th National Report for the Convention on Biological Diversity, Brunei Darussalam; FAOLEX / Ecolex record: Wildlife Protection Act (Chapter 102), 1984.

Fisheries Order 2009, 2009.

Administration: Administered by the Department of Fisheries; allows establishment and management of marine reserves and marine parks, which led to a Marine Protected Area Network in 2012. Finance: not reported. Limits on application: Supported by regulations on marine protected areas, mesh size, fishing zones and moratoriums.

Protected-area coverage

Terrestrial: 39.9% of national land area, its area not stated by the source; as of 2025.

World Bank WDI indicator ER.LND.PTLD.ZS for 2025, a published statistic the World Bank compiles from UNEP-WCMC data; transcribed as published, no WDPA records or polygons used. Protected area and land area in km2 are not published with the percentage. Source: World Bank (indicator compiled from UNEP-WCMC protected-area statistics): World Development Indicators: Terrestrial protected areas (% of total land area), BRN, 2026-07-13.

Marine: not reported. WDI ER.MRN.PTMR.ZS prints 0 for 2025 at one-decimal precision, while the CBD 6th National Report records a marine protected area network declared in 2012 under the Fisheries Order 2009. A rounded 0 is not recorded as a measurement; marine coverage is withheld.

National inventory: not reported. Dated official inventory with its stated scope and rounding. Unverified count, area components and current-2026 totals remain unreported; this is not the Canopy cohort.

Funding mechanisms

Selected programmes, each with the basis its source states. Amounts are programme or fund totals, not annual protected-area receipts, and are not added together or converted between currencies.

Forest Development Fund (statutory, optional fund under the Forest Act), 2007.

Amount: not stated (no amount published in the sources read). Administrator: Forest Development Fund Committee. Scope: forest conservation, rehabilitation and silviculture.

What this record does not establish

Comparable C-RISK/readiness and delivery scores. No country calibration or model assessment authorized for Southeast Asia.

Current annual national PA financing need, agency budget and gap. No validated cost rate, executed agency budget or complete current funding inventory was verified; programme totals cannot fill these fields.

Complete park, carbon and legal-event inventories. Selected national documents do not establish complete inventories, status-change (PADDD) histories or park observations.

Research limit. No primary-source protected-area count or area; Wildlife Protection Act and Fisheries Order texts were not readable, so their summaries rest on the CBD 6th National Report.

Research limit. Marine coverage withheld: the only published percentage is a rounded 0. Latest IMF Article IV is 2024, so 2025 and 2026 fiscal rows are 2024 projections; no public debt row exists in that table.
